This is the hangout of the Park brothers and their friends from the Hoogye Early-Riser Soccer Team in My Mister/My Ajusshi (나의 아저씨) (tvN, 2018). The bar is owned by one of their childhood friends, Jung-hee (Oh Na-ra) – and naturally, the place is named after her. She also stays on the upper floor. It is also where the Park brothers’ mother (Ko Du-shim) works at in the daytime. In episode 15, Park Dong-hoon (Lee Sun-kyun) brings Lee Ji-an (Lee Ji-eun, or IU) here to seek refuge after she was badly injured, and Jung-hee was more than happy to take her in.
It appears that this place was specially restored/renovated for the show — as of the end of 2017, before filming commenced, it seemed to be abandoned. It is located just behind the Manseok 1st Apartment Building [만석1차아파트] in Incheon’s neighbourhood of Manseok-dong [만석동] in the Dong District [Dong-gu/동구].

Incheon Station [인천역], Seoul Subway Line 1, Exit 3 — according to KDL user Zara, “The bus stop is just next to the exit (3), and on the correct side of the bus route.” From there, you can either take bus nos. 2, 15 or 28 for 2 stops from the station to the Dongil Textiles bus stop [동일방직 정류장], which is “less than 5 mins, so be sure to press the bell after you hear the second destination announcement.”
“Once you alight at the bus stop, cross the main road, and turn left. The textile factory should now be on your right side. Walk straight on for about 5 mins or more” and look out for the Manseok-dong Post Office [만석동우체국] as the landmark to turn left into Jemullyang-ro 341beon-gil and walk all the way in — total walking time should be about 7 minutes.
